    A

In times of heavy snowfall announced by a special emergency warning, it may be possible to pass through closed roads, provided that the vehicle is equipped with tire chains, depending on road conditions. In such cases, studless tires must also be covered in tire chains.

For your reference: Chain Regulations FAQ from the Ministry of Land, Infrastructure, Transportation and Tourism Tire chains are only available at selected rental sites.

If the car is rented from a site that doesn't handle tire chains, we strongly advise not driving through areas that require them.
In the unavoidable situation of driving through restricted areas where tire chains are required, customers may be asked to bring and use their own tire chains.
In the event that the rental car is damaged due to improper attachment of tire chains, please be aware that our insurance and compensation system will not cover the costs of repair.
